Shaktipeeth Expressway Land Compensation: Sindhudurg Rates

As of 30 October 2026, no per-acre compensation rate for the Shaktipeeth Expressway has been published for Sindhudurg, but the formula is public. Your award is your survey number's ready-reckoner value times a multiplier, plus trees and structures, plus 100% solatium and a 12% additional amount. If the reported 4× ceiling applies, farmland pays about ₹1 lakh a guntha in Banda and ₹12,000–40,000 in Talkat.
This page covers the money, for landowners on the alignment (including NRI heirs) and buyers tempted by it. Route, timeline and price effects are in our Shaktipeeth reality check. Sources are labelled official (statute, GR, court, government portal), news or commercial; unconfirmed items are marked.
Where Acquisition Stands (October 2026)
| Step | Date | Source |
|---|---|---|
| Revised alignment approved: 856.765 km, 13 districts, 40 talukas, 409 villages, ~8,760 ha | GR of 1 Apr 2026 | HomeBazaar, 21 Oct 2026 (commercial, citing the GR) |
| Revised alignment notified | 5 May 2026 | Prahaar, 30 Sep 2026 (news) |
| Section 15(2) notification, the "final notification" in the press | 9 Jun 2026 | HomeBazaar (commercial); Swarajya, 14 Jun 2026 (news) |
| Acquisition "officially begun" in Sindhudurg, entering via Kumbhavde, Talkat and Zolambe to Banda | 20 Jun 2026 | eSakal (news) |
| Joint measurement: 129 villages complete statewide; Sindhudurg "underway", no count given | 30 Sep 2026 | Prahaar (news) |
| Per-acre compensation rate | Not published | — |
| Completion date | None official | HomeBazaar (commercial) |
The press reports ten Sindhudurg villages: Kegad (Chaukul), Degve, Banda, Padve and Majgaon in Sawantwadi taluka, and Kumbhavde, Bhekurli, Kolzar, Talkat and Zolambe in Dodamarg (Tarun Bharat, 2 Apr 2026; Asianet Marathi, 8 Apr 2026; news). The notification's own village and gat-number schedule was not online as of 30 October 2026, on sindhudurg.nic.in or elsewhere. Ask the Land Acquisition Officer and SDO (Revenue), Sawantwadi, who runs other 2026 Dodamarg acquisitions (Collectorate notices, 19 Aug 2026; official). We could not confirm this office is the Shaktipeeth LAO. Older documents name the end point Patradevi; the road physically ends at Banda.
Which Law Decides Your Money
The September 2026 press coverage cites "RFCTLARR 2013 and the Maharashtra Highways Act 1955" together (News18 Marathi, 18 Sep 2026; news). The precise position:
- The acquisition runs under the Maharashtra Highways Act 1955, by Section 15(2) notification; Yavatmal's 2024 Shaktipeeth notice attaches a "Notification Section 15(2)" (Yavatmal Collectorate; official).
- The 2013 central Act (RFCTLARR) does not apply directly. Maharashtra Act 37 of 2018 inserted Section 105-A and a Fifth Schedule, under which the 2013 Act "shall not apply" to the listed state laws; entry 1 is the Highways Act (PRS gazette copy; official).
- Its arithmetic arrives through Highways Act Section 19B(3), as amended by Maharashtra Act XLV of 2018: the state's compensation order must follow the 2013 Act's First Schedule (compensation) and Second and Third Schedules (rehabilitation) (PRS consolidated Highways Act; official).
So objections run under Highways Act Section 17 (21 days), disputes go to an arbitrator appointed by the State (Section 19B(8)–(9)), and market value is fixed as on the Section 15 notification date (Section 19B(10); Indian Kanoon). National Highways Act sections 3G and 3J do not apply. Section 19B offers two routes: agreement (19B(2), the consent route) or determination by the LAO (19B(3)).
The Formula, Line by Line
| Component | What it is | Status for Shaktipeeth |
|---|---|---|
| 1. Market value | The higher of the ready-reckoner (ASR) value of your survey number and the average of the top half of registered sale prices for similar land nearby over the previous three years, both as on the Section 15 date (RFCTLARR s.26, applied through Highways Act s.19B(3)). The ASR is the floor, not the ceiling; the Bombay High Court upheld ASR-based valuation for Samruddhi (FPJ, 22 Apr 2022; news) | 2026-27 ASR, frozen at 2025-26 levels (FPJ, 31 Mar 2026; news) |
| 2. Multiplier | × 1 urban; × up to 2 rural | Factor 2.0 is unconfirmed: it rests on a 24.04.2017 notification listed by a serving Deputy Collector (bhusampadan blog; PDF not read). Lower 2014 factors were quashed (Borade, 2015; court) |
| 3. Trees, wells, structures | Valued by a Collector-chaired committee within 7 days of joint measurement (Asianet Marathi, 9 Mar 2026; news) | Per parcel |
| 4. Solatium | 100% of items 1–3 | Statutory |
| 5. Additional amount | 12% a year on base market value only, not × factor | GR of 10 Sep 2026 (FPJ, 24 Sep 2026; news); start date under the Highways Act unspecified |
Factor 2 plus 100% solatium is the press's "up to 4× for rural land, 2× for urban, not a flat 4×" (Prahaar, Navarashtra, 18 Sep 2026; news): a syndicated summary of about 35 existing GRs, not a new Shaktipeeth GR.
Worked Example: One Acre of Farmland in Banda
This is an illustration on the ready-reckoner value only, not a prediction of your award. If comparable sales in your village are higher, your base rises and every line below rises with it.
Basis. One acre (0.4047 ha) of jirayat (rain-fed farmland) in Banda at the official 2026-27 rate of ₹24,56,100/ha, or ₹9.94 lakh an acre (IGR eASR, Sindhudurg; official, queried 30 Oct 2026). We add a hypothetical ₹1.5 lakh of trees or a well, and assume 12 months between notification and award for the 12% amount.
| Route | Calculation | Total | × RR | ≈ per guntha |
|---|---|---|---|---|
| A. LAO award, factor 2.0 (factor unconfirmed) | (9.94L × 2 + 1.5L) × 2 = 42.76L; + 12% of 9.94L = 1.19L | ₹43.95 lakh | 4.4× | ₹1.10 lakh |
| B. LAO award, factor 1.0 | (9.94L + 1.5L) × 2 = 22.88L; + 1.19L | ₹24.07 lakh | 2.4× | ₹0.60 lakh |
| C. Consent deed, Samruddhi-style +25% (unconfirmed for Shaktipeeth) | 9.94L × 2 × 2 × 1.25 = 49.70L; + trees with solatium 3.0L | ₹52.70 lakh | 5.3× | ₹1.32 lakh |
1 acre = 40 guntha. RR varies by survey number and assessment band; look up yours on eASR before using any row.
- Route B is not only an urban case. Banda is on IGR's ready-reckoner "influence area" list (IGR Konkan list, a 2015 PDF; official, possibly stale) and valued on a zoned grid. Whether it gets the rural factor of 2.0 is unverified.
- Route C copies Samruddhi, where RR × 2 × 2 × 1.25 gave 5× for rural land (Asian Age, 9 May 2018; news). The only Shaktipeeth source for a 25% consent bonus is one Dharashiv Deputy Collector quoted in August 2025, before the realignment (Navarashtra; news). Route C omits the 12%: nobody has said whether a consent deed carries it.
- A consent deed is final. On 2 September 2026 the Bombay High Court held that Samruddhi owners who signed under Section 19B(2) had accepted "just and final" compensation (Ravindra Shankar Sawant v Deputy Collector, Thane, via RawLaw; legal news). Compare the consent offer with your likely LAO figure before signing.
- Under the pre-10 September method (12% on value × factor), Route A would have been ₹45.14 lakh.
Banda vs Talkat: Same Road, Different Money
Same basis, Route A at factor 2, no trees or structures:
| Village (taluka) | Official jirayat RR, 2026-27 | Award per acre | ≈ per guntha |
|---|---|---|---|
| Banda (Sawantwadi) | ₹24.56 lakh/ha | ₹40.95 lakh | ₹1.02 lakh |
| Degve (Sawantwadi) | ₹3.96–12.55 lakh/ha | ₹6.60–20.92 lakh | ₹16,500–52,300 |
| Talkat (Dodamarg) | ₹2.86–9.49 lakh/ha | ₹4.76–15.82 lakh | ₹11,900–39,600 |
Source: IGR eASR 2026-27 (official). Ranges are the village's assessment bands. Our arithmetic.
On ready-reckoner values alone, a Talkat farmer would receive 2.6 to 8.6 times less per acre than a Banda farmer under the same road. The likely reason is the grid: Banda is an influence-area village on a zoned rate grid; Talkat and Degve sit on the rural assessment-band grid. The ready reckoner is only the floor, though. If registered sales of similar land near you over the past three years average higher, that average becomes the base (RFCTLARR s.26), so an owner in a low-rate village should collect those sale deeds before accepting any figure, and can raise them before the LAO or the arbitrator.
NA land is a different calculation. Banda's NA rate of ₹1,350–2,400/sq m means ₹54.6–97.1 lakh an acre before any multiplier; whether factor 2 applies to NA land turns on notifications (29.08.2017, 05.10.2021) we could not read.
Tax on the Award
- Rural farmland is not a "capital asset" at all. Agricultural land escapes capital gains unless it lies inside a municipality or cantonment of 10,000+ people, or within 2, 6 or 8 km of one depending on population (Income-tax Act 2025 s.2(22), mirroring the old s.2(14); TaxClue; commercial). Sawantwadi council had 23,851 people in 2011, so a 2 km band (citypopulation.de); Banda is a census town, not a municipality; Dodamarg tehsil was entirely rural (citypopulation.de). Our inference: farmland compensation in Banda, Talkat and the Dodamarg villages carries no capital-gains tax. Majgaon, beside Sawantwadi town, needs an aerial-distance check. Confirm with a CA.
- Inside a band, the old s.10(37) exemption (now in Schedule III, per commentators) covers compulsory acquisition of farmland worked for the two prior years, for individuals and HUFs, with no residency condition.
- The acquisition exemption may not reach this road. Section 96 of the 2013 Act, and the new Schedule entry from 1 April 2026, exempt awards "under the RFCTLARR Act" (Finance Bill 2026 memorandum; official). Coverage of a Maharashtra Highways Act award is untested: a Chhattisgarh ruling applied s.96 to National Highways Act land (Legal500, 26 May 2026), we found no Maharashtra ruling, and consent deeds are the weakest case. NA plots are capital assets, so this is where the tax risk sits.
- TDS. Residents: 10% above ₹5 lakh under s.393(1) of the 2025 Act, the old 194LA (TaxGuru; commercial). The old section excluded agricultural land (Quicko; commercial); whether the new one does is unverified. Non-residents fall under s.393(2): expect deduction unless you hold a lower-deduction certificate.
Who Gets Paid, and the Papers the Collectorate Asks For
Since 2018 the Highways Act pays "persons interested" in the 2013 Act's sense, which takes in tenants and others with a recorded claim, not only the names on the 7/12.
The Sindhudurg Collectorate's own list for collecting acquisition compensation (Deputy Collector (LA) notice, 27 Jul 2026; official, Marathi):
- Application with a police patil certificate; the original award notice (or a police certificate if lost).
- Ration card, voter ID, PAN, Aadhaar; a nationalised-bank passbook or cancelled cheque.
- A registered power of attorney if one heir or co-owner collects for the others.
- Heirship proof (heir-register extract, heirs' ferfar); a sarpanch's guardian certificate for minors.
- A property-register extract if a structure is acquired.
- Two ₹100 affidavits before an Executive Magistrate, an indemnity bond, and gazette proof of any name change.
That notice concerns 1990 Shiroda–Velagar acquisitions under the 1894 Act, so the Shaktipeeth list may differ. It is also a warning: in 2026 the office is still calling 1990 claimants, and in one proposal alone 42 holders have ₹2,91,445 unclaimed. Heirs who never mutated the land are who this happens to.
If you are an NRI owner or heir:
- Finish the heirship mutation first, so the 7/12 shows you. Joint-measurement notices go to all co-holders on record (Revenue Dept SOP, 14 Aug 2026, relayed by msdhulap; commercial relay).
- Register a power of attorney for whoever attends measurement and collects; see our NRI power-of-attorney guide.
- Take payment into an NRO account, PAN on record. NRO repatriation is capped at USD 1 million a financial year after tax (RBI FAQ; official); we found no rule specific to acquisition compensation.
Objections, Measurement and Arbitration: The Timeline
| Stage | Provision | Window | What you can do |
|---|---|---|---|
| Intention notification | Highways Act s.15(2) | 9 Jun 2026 | Check your gat on the schedule |
| Objections | s.17 | 21 days; closed for most owners by July 2026 | LAO hearing; order final |
| Joint measurement | Revenue Dept SOP; MLRC s.87 | Draft share map at the chavdi ≥15 days; DSLR decides within a month | Object to area or share errors |
| Declaration | s.18(1) | Within 1 year of s.15(2) (~June 2027), extendable by a year (Mah. Act XXVIII of 2025) | Land vests free of encumbrances (s.18(2)) |
| Compensation | s.19B(2) / (3) | — | Consent deed, or the LAO's award |
| Dispute | s.19B(8)–(9) | — | State-appointed arbitrator, then the Arbitration Act 1996 |
| Possession | s.19C(1), s.19(1) | Deposit, then 60-day surrender notice | — |
| Enhanced award | s.19C(5) | — | 9% a year on the excess, from possession |
Statute: PRS consolidated Highways Act (official). The June 2027 date is our inference from s.18(3), not a published deadline.
Thinking of Buying Near the Alignment? Read This First
- Your price is invisible to the award. Valuation is frozen at the Section 15 date; a premium paid after 9 June 2026 is never recognised.
- A post-notification buyer gets very little. In Shiv Kumar v Union of India (2019) the Supreme Court held a post-notification sale void as against the State; the buyer could claim, at most, compensation on the seller's title (SC judgment; official). It arose under the earlier Acts, so it applies here by analogy. The Highways Act text we read has no express transfer bar before Section 18; that is not protection.
- Compensation arbitrage fails on official numbers. Route A in Banda is about ₹1.02–1.10 lakh a guntha; inland farmland near Banda already asks ₹0.8–2.25 lakh (site data, asking; see the reality check).
- You probably cannot buy it anyway. Section 63 of the Maharashtra Tenancy and Agricultural Lands Act 1948 bars non-agriculturists from agricultural land (Indian Kanoon), except, since 2016, inside municipal limits or on land zoned residential, commercial or industrial in a Regional Plan (LegallyIndia; commentary). FEMA separately bars NRIs from agricultural land.
- Six of the ten villages carry an eco-sensitive overlay. Talkat, Zolambe, Kolzar, Kumbhavde, Bhekurli and Padve(-Majgaon) appear on the 25-village Sawantwadi–Dodamarg list in the Bombay High Court's judgment of 22 March 2024 (judgment PDF; court; matched by name). A final notification of 24 February 2026 is reported only secondarily (The Green Hour), and an August 2026 news report still called it proposed.
- Watch the 7/12. Satara farmers report a "7/12 boja" (encumbrance) entry linked to the survey (eSakal, 25 Aug 2026; news); its legal basis we could not find.

What to Do Now, by Reader
| You are | Do this first | Do not |
|---|---|---|
| Landowner on the alignment | Get your gat checked on the schedule; pull a fresh 7/12; note your eASR band; attend measurement | Sign a consent deed before knowing the LAO figure |
| NRI owner or heir | Mutation, registered POA, NRO account | Wait for "after the award" |
| NA-plot owner on the line | See a CA before the award | Assume it is tax-free |
| Buyer near Banda | NA land off the alignment, per the reality check | Buy notified land for its payout |
Frequently Asked Questions
What is the Shaktipeeth Expressway compensation rate per acre in Sindhudurg?
None had been published as of 30 October 2026. Compensation is worked out per survey number: market value on the 9 June 2026 notification date (the ready-reckoner value, or the average of comparable sales if that is higher), times a multiplier, plus trees and structures, 100% solatium and a 12% additional amount. On official 2026-27 ready-reckoner rates alone, at factor 2, that is about ₹41–44 lakh an acre of Banda farmland and ₹5–16 lakh in Talkat; strong comparable sales would push either figure up.
Is Shaktipeeth compensation four times the ready reckoner?
Up to four times for rural land and two times for urban, per September 2026 press explainers summarising existing GRs; not a flat 4×. The 4× is a multiplier of 2 plus 100% solatium, and factor 2.0 for Shaktipeeth land is not confirmed in any GR we found.
Is Shaktipeeth land compensation taxable?
For farmland outside municipal distance bands, such as Banda, Talkat and the Dodamarg villages, generally no: rural agricultural land is not a capital asset. For NA plots it is uncertain, because the acquisition-award exemption names the 2013 central Act and has not been tested on Maharashtra Highways Act awards.
Can an NRI receive Shaktipeeth compensation?
Yes, as a recorded holder or heir. Complete the heirship mutation, register a power of attorney for whoever collects, give PAN and an NRO account, and expect TDS unless a lower-deduction certificate is in place.
How do I check if my land is on the Shaktipeeth alignment?
Ask the Land Acquisition Officer for the Section 15(2) notification's village and gat schedule (Sindhudurg's was not online in October 2026), check the joint-measurement draft map at the village chavdi, and read the other-rights entries on your 7/12. Commercial map layers are not official.
The Bottom Line
Shaktipeeth compensation is not a rumour waiting for a rate. It is a formula fixed by statute and GRs, applied to market value as on 9 June 2026 (the ready-reckoner row, or comparable sales if they are higher), which is why Banda and Talkat land under the same road can differ several-fold. If you own land on the line, find your gat on the schedule, put your heirs on the 7/12, and compare the consent offer with the LAO figure before you sign. If you are buying near the line for the payout, the award ignores what you paid.
