Where to Buy Land in Sindhudurg (2026): Pocket by Pocket

As of 30 October 2026, where to buy land in Sindhudurg depends on what the land has to do. For a second home you fly into via Mopa, look at the Shiroda–Aravali coast or inland around Sawantwadi, Banda and Dodamarg. For homestay income, Tarkarli and Malvan. For a long hold, inland NA land. Coastal asking prices run roughly 2–14 times the government's own ready-reckoner rate.
There is no editorial pocket-by-pocket comparison for this district. What turns up in search is listing portals and a Konkan developer whose project is in Dapoli, not Sindhudurg. This page compares 14 pockets on official overlays, so the comparison isn't steered by any one seller's inventory. Each pocket links to its own guide for the detail. The process of buying, wherever you buy, is in our step-by-step Sindhudurg guide.
How to Read the Table
- Official rate: the IGR ready-reckoner (ASR) rate for NA land, ₹ per sq m, for 2026-27 (IGR eASR, Sindhudurg; official, queried 30 Oct 2026). Rates are frozen at 2025-26 levels (FPJ, 31 Mar 2026; news). We extracted village rates only; town ward rates are marked "—".
- Asking: figures from this site's pocket guides. They are portal asking prices, seller-side and negotiable, not registry transactions.
- Multiple: asking per guntha ÷ (official NA rate × 101.17 sq m). We compute it only where both figures are for NA land.
- Drive times: one method throughout. These are OpenStreetMap routing (OSRM) free-flow estimates, queried 30 Oct 2026, not official. The one published check we have, the Taj site quoted at about an hour to Mopa against OSRM's 31 minutes, suggests budgeting 1.5–2× on Mopa legs.
- Stamp duty: 4% plus a 1% Zilla Parishad duty in gram-panchayat villages (5%). In municipal councils, nagar panchayats and ASR "influence-area" villages it is 5% plus a 1% surcharge (6%) (IGR Schedule I, 31 Jul 2026; ZP Act s.158; Municipal Councils Act s.147A; official). The influence-village list is a 2015 IGR PDF, and the surcharge in nagar panchayats is unconfirmed. Confirm the band at the sub-registrar before you budget.

1 guntha = 101.17 sq m = 1,089 sq ft. "Agricultural listing" means the only priced inventory the pocket guide found was agricultural land, which non-farmers cannot buy, so no NA multiple is meaningful. ESA = eco-sensitive area.
Two patterns stand out. First, the lowest official rates on the coast are the southern Vengurla villages (₹500–640/sq m), and that is where asking prices sit furthest above them: ~8–11× for sea-view NA. Second, Tarkarli has the coast's highest village rate (₹2,680/sq m), so its high asking prices are a smaller multiple. Devbag asks Tarkarli money on half Tarkarli's official rate, which makes its beach-touch plots the most stretched in the table.
Pocket Notes
Shiroda, Velagar, Aravali, Redi
The coast closest to Mopa, at 31–41 minutes free-flow. Every priced listing our Shiroda guide found was agricultural, asking NA-level money, so verified NA inventory is the scarce thing here. The Taj site itself is partly CRZ-I, which tells you how much of this beach a large builder can use.
Vengurla and Kondura
The deepest NA inventory on the coast, and the most-documented asking bands (Vengurla prices, Kondura guide). Chipi is 25–29 km away; Mopa is 45–54 minutes free-flow, so budget 70–110 minutes in practice. No Vengurla-taluka village is on the 2015 influence list, so Kondura and the rural belt sit in the 5% band; Vengurla town, a municipal council, is 6%.
Nivati and Bhogwe
The closest beach pocket to Chipi (Bhogwe, about 6 km). Priced listings are thin, so the Nivati guide derives its bands from Vengurla. The catalyst, the INS Guldar dive site, has not opened yet.
Malvan, Tarkarli and Devbag
The proven tourist economy, and the highest asking prices in the district. The spit geography means a plot can face setbacks from both the sea and the Karli creek (Tarkarli guide, Devbag guide). Wairi, beside Devbag, is an influence-area village (6%) where agricultural land asks NA money (Malvan prices). For what a homestay here actually earns, see the Tarkarli homestay numbers. Mopa is 77–88 minutes free-flow, so plan on two hours or more.
Sawantwadi and Banda
Inland, with no CRZ, and 25–33 minutes free-flow to Mopa. Banda's official NA rate (₹1,350–2,400/sq m) is roughly two to four times the ₹610–640 of Shiroda–Redi. The site has no Banda NA asking band to compare it with. Banda is also where the Shaktipeeth Expressway ends. Before buying anywhere near the alignment, read our Shaktipeeth compensation guide: notified land is valued at the notification date, whatever you paid. Twelve villages listed under Sawantwadi are on the 25-village eco-sensitive list.
Dodamarg
The nearest pocket to Mopa (Dodamarg town about 24 km, 28 minutes free-flow), and the most eco-constrained. Eleven of the 25 Sawantwadi–Dodamarg ESA villages are listed under Dodamarg, and the 29.53 sq km Tillari Conservation Reserve is here. The expressway enters the district through Kumbhavde, Talkat and Zolambe. We have no asking data. Treat it as a long hold, and only after a village-level ESA check.
Amboli
The hill station has the highest official NA rate in this table (₹2,360–3,530/sq m) and sits on the influence list. We have no asking data, and whether Amboli is in the July 2026 Western Ghats ESA draft is unverified.
Kudal
The district's rail and NH-66 hub. NA asks ₹6–7L a guntha on our Vengurla price guide. Chipi is 24 minutes away. Kudal is a nagar panchayat, and several Kudal-taluka villages are on the influence list, so budget 6% and confirm.
Catalysts: Dated, Not Delivered
| Catalyst | What has happened | What has not | Pockets |
|---|---|---|---|
| Taj resort, Shiroda–Velagar | Agreement signed 18 Aug 2026; registered at the Vengurla sub-registrar 3 Sep 2026 (Tarun Bharat; news) | No construction start or opening date found as of 30 Oct 2026 | Shiroda–Redi |
| INS Guldar dive site and submarine | Ship scuttled off Nivati Rocks 19 May 2026; MTDC said the submarine would be operational "within one-and-half years" (The Hitavada, 22 May 2026; news) | No opening date; on MTDC's own words, around late 2027 | Nivati, Bhogwe, Devbag, Tarkarli |
| Chipi–Navi Mumbai flights | State cabinet approved 100% viability-gap funding, 27 Oct 2026 (Prahaar; news) | No start date (FPJ, 23 Oct 2026; news). Today Fly91 serves Bengaluru, Hyderabad and Pune (Wikipedia) | Malvan, Tarkarli, Devbag, Nivati, Kondura |
| Revas–Redi coastal highway | About 15–20% average progress, Dec 2025 (ghar.tv; commercial) | Dec 2027 target reported at risk; no Sindhudurg-segment update found after June 2026 | Whole coast (analysis) |
| Shaktipeeth Expressway | Section 15(2) notification 9 Jun 2026; joint measurement under way in Sindhudurg | No compensation rate, no construction, no official completion date (reality check) | Banda, Sawantwadi, Dodamarg |
Price a catalyst at the stage it has reached. A registered agreement, a scuttled ship and a funding decision are real, but none of them is yet an open hotel, a dive operation or a flight.
CRZ vs the Western Ghats ESA: Two Different Lines
On the coast, the line is CRZ. Sindhudurg's Coastal Zone Management Plan under the 2019 rules was approved in August 2023 (NCZMA on 1 August, MoEFCC on 25 August), and the creek and river buffer fell from 100 m to 50 m (FPJ, 25 Aug 2023; news). Rural coast is CRZ-III. The no-development zone is 50 m in CRZ-IIIA (density of at least 2,161 people/sq km in 2011) and 200 m in CRZ-IIIB (PIB, 28 Dec 2018; official). We have not verified which category each village falls in. Our pocket guides assume the stricter 200 m, which is the safe working assumption until the CZMP map and a surveyor say otherwise. The government prices the line too: IGR values CRZ-I no-development land at 30% of the residential rate (ROM Guidelines 2026-27; official).
Inland, the line is the eco-sensitive area. In March 2024 the Bombay High Court directed that 25 villages in the Sawantwadi–Dodamarg corridor be made an ESA, with its tree-felling restraint continuing (judgment PDF; court record). A final notification of 24 February 2026 (212.59 sq km) is reported only secondarily (The Green Hour), and an August 2026 news report still called it proposed. Separately, a seventh Western Ghats ESA draft (about July 2026; 56,825.7 sq km, 4,402 villages) would bar mining, quarrying and large construction (Drishti, 29 Jul 2026; secondary). We have not verified its Sindhudurg village list. Dodamarg also holds the Tillari Conservation Reserve, notified June 2020 (FPJ; news).
The difference matters. CRZ asks how close you are to water. An ESA asks what may be done in your village at all. A plot can be NA and outside every setback and still sit in a village where large construction is barred.
Which Buyer, Which Pocket
| Buyer | Pockets that fit | Why | Watch for |
|---|---|---|---|
| Second home, flying in via Mopa | Shiroda–Aravali (NA only); Sawantwadi; Banda off the alignment | 25–41 min free-flow to Mopa | Southern-coast listings are mostly agricultural; ESA villages inland |
| Homestay income | Tarkarli, Malvan, Devbag; Nivati–Bhogwe as a bet on the Guldar | Proven footfall, or the coast's newest draw | Dual-HTL setbacks; the highest multiples in the district |
| Long-hold land bank (7–10 years) | Vengurla inland NA; Kudal; NA land around Banda and Sawantwadi | Lower multiples; catalysts dated but years out | Agricultural land is barred to non-farmers; expressway acquisition; ESA in Dodamarg |
| NRI, NA plot only | Vengurla inland NA, Kondura beyond the setback, Malvan town, Sawantwadi | NA inventory exists to choose from | FEMA bars NRIs from agricultural land (what NRIs can buy); see the NRI coastal guide |
What Buying Costs, Wherever You Buy
Stamp duty is charged on the higher of the agreed price and the ready-reckoner value. On a ₹50 lakh plot, including registration (1%, capped at ₹30,000; IGR fee table; official), that is about ₹2.80 lakh in a gram-panchayat village and ₹3.30 lakh in a town or influence village. Maharashtra's 1% concession for women applies to residential units, not plots.
NA status changed on 31 December 2025. Under the MLRC (Second Amendment) Act 2025 and the Revenue Department GR of 10 February 2026, no Collector NA order is needed where the Regional or Development Plan already permits the use. The Planning Authority grants development permission and collects a one-time premium of 0.1–0.5% of the ready-reckoner value (GR copy; official document). Every Maharashtra district has a sanctioned Regional Plan (DTP; official), so the zone certificate is your first check. Land converted before the reform keeps its historic NA order; ask for proof that any one-time premium due on it has been paid. The full sequence is in the step-by-step buying guide.
Frequently Asked Questions
Where is the best place to buy land in Sindhudurg?
It depends on use. For a second home reached via Mopa, look at the Shiroda–Aravali coast (NA plots only) or inland around Sawantwadi and Banda. For homestay income, Tarkarli and Malvan have the proven footfall. For an NRI wanting an NA plot with choice, the Vengurla–Kondura belt has the deepest NA inventory.
What is the cheapest place to buy land in Sindhudurg?
On official rates, the southern Vengurla villages: Velagar at ₹500/sq m and Shiroda, Redi, Aravali and Bhogwe at ₹610–640/sq m for NA land in 2026-27. Asking prices there run about 8–11 times those rates for sea-view NA, and most priced listings at Shiroda–Redi are agricultural.
Which part of Sindhudurg is closest to Mopa airport?
Dodamarg (about 24 km, 28 minutes free-flow), Banda (30 km, 25 minutes) and Shiroda (33.5 km, 31 minutes), on OpenStreetMap routing. Real-world Mopa drives run 1.5–2 times those figures.
What is the stamp duty on land in Sindhudurg?
5% in gram-panchayat villages (4% plus 1% Zilla Parishad duty) and 6% in municipal councils, nagar panchayats and ready-reckoner influence villages such as Banda and Amboli (5% plus 1% surcharge). Registration is 1%, capped at ₹30,000. Confirm the band at the sub-registrar.
Can NRIs buy land in Sindhudurg?
NA plots, yes, paid through NRE or NRO accounts. Agricultural land, no: FEMA bars NRIs, and Section 63 of the Maharashtra Tenancy and Agricultural Lands Act 1948 separately bars non-agriculturists. Since much priced inventory on the southern coast is agricultural, confirm the land's status before anything else.
The Bottom Line
Sindhudurg is not one market. It is a coast priced off tourism and Mopa, an inland belt priced off almost nothing yet, and a Ghats edge where the environmental line matters more than the price. Decide what the land is for, pick the pocket from the table, check the multiple against the government's own rate, and treat every catalyst as dated, not delivered. Then run the buying sequence on the one survey number in front of you.
